Here you will find the Hove Station Neighbourhood Plan (HSNP) documents. Part One will be subject to referendum. Our Plan covers the same period as the BHCC City Plan (up to 2030). It develops and elaborates further the strategic framework established by the City Plan for the future development of the Designated Area and will sit alongside the City Plan as the statutory plan for the area. Call for major improvements to Hove Station Footbridge

Architect David Kemp is among a number of local businesses and residents calling for more substantial work on the bridge which has fallen into “an appalling condition”. Mr Kemp drew up designs for an improved footbridge and the Neighbourhood Forum has collected hundreds of signatures calling for funding for a new bridge. The footbridge is the major north-south pedestrian link, but it is poorly maintained and the absence of lifts at either end render it unusable for wheelchair uses, totally inadequate for people with disabilities and grossly inconvenient for people with luggage, heavy shopping bags or prams.

Aspirations > Outstanding Questions

There are three major developments happening or about to happen in the Hove Station area. This is the result of top-down planning by the city council. In response to this, the Hove Station Neighbourhood Forum have produced ‘The Hove Station Quarter Concept Plan and Options Study’ (ideas for a Master Plan). This features a wide range of community-led proposals – including public squares, bridge, footways and a possible school site – in order to support and accommodate this development. This work was led by residents including town planning experts and architects. It was funded by DCLG and prepared by urban design specialists AECOM. This is an evolving plan and we are seeking feedback from the local community. Please see the questions below.

Hove_Waste_and_Minerals_Sites_Plan_sussex

New Waste & Minerals Site Plan adopted (February 2017)

The council’s plans for a new Waste & Minerals Site have been adopted (February 2017). They have allocated a nearby site at Sussex House Industrial Area and noted the following:

“Sackville Road and part of Old Shoreham Road, which are in close proximity to the site, are part of the Brighton, Portslade and Rottingdean 2013 AQMA. Waste management uses may not have a materially different effect on the AQMA compared to other industrial uses. However, proposals should consider the potential for issues relating to air quality, including those relating East Sussex, South Downs and Brighton & Hove Waste and Minerals Sites Plan – Schedule of Suitable Industrial Estates (Adopted February 2017) to vehicle movements, which may affect air quality. Operators may also wish to consider entering into routing agreements. Where appropriate, suitable mitigation should be provided.”

Hove station bridge

Hove Station footbridge improvement petition February 2016

We’re asking everyone to sign the online petition “Hove Station footbridge improvement“.

​The Hove Station Bridge is continuing to deteriorate. It is unsightly and not effectively cleaned. The absence of lifts makes access to the station from the north side of the railway extremely difficult for people with disabilities and makes using the bridge difficult for people with young children and people carrying heavy luggage or shopping.   ​

​Members​ and supporters of ​the ​Hove Station Neighbourhood Forum and local residents urge the Brighton and Hove Council to ​:​

  • improve the standard of cleanliness of the footbridge
  • identify and implement any short term measures which will improve the appearance of the footbridge
  • establish the most appropriate longer term action needed – either major refurbishment or replacement with lift provision
  • secure funding from a combination public sector sources and the developer contributions generated by successive major redevelopment projects which will be starting in the vicinity of the bridge next year.

​We launched this petition at our Have Your Say event in November last year and now we are launching it on the 38degrees website.

hove parking problems congestion issues

The Issues

Planning Problems:

The local population is growing much faster than regional and national averages. Our members tell us housing provision is a major issue. The lack of health services and school places also needs to be addressed. Furthermore, the area is severed by a railway line with poor crossings between north and south.

We want to avoid uncoordinated, piecemeal, project-by-project redevelopment that would exacerbate problems with parking and congestion. We want development that does not clash with the conservation areas and heritage architecture (Poet’s Corner, etc).

Planning solutions:

Brighton & Hove City Council has big plans to develop the neglected area around Hove Station (DA6). In response, local residents and businesses have identified several planning issues and development opportunities (see image gallery for examples) and we are writing a Neighbourhood Plan to influence this development. 

There are development opportunities for improving existing dwellings, streetscape, public realm and energy efficiency.
